Look up the Edict of Tolerance followed by Joseph II's requirement of formally surname-less Jews to pick up last names.

These last names were often based on the locality or the local gentry. And in Germany there's a ton of places ending in -berg or -burg - Bad Segeberg, Bamberg, Sassenberg, Schmallenberg etc. pp.
