I understand completely why they cut him. The majority of Tom's part of the book involves him singing and I feel it would be difficult to do justice to the character without making him come across as a prancing asshole. I think a lot of casual movie-goers would have been turned off by his character.

Though, at the same time I do believe he was vital. He helped out the hobbits during their first encounter on their adventure; aka when Merry and Pippin got stuck inside the Willow tree..
