Rome wasn't defeated by the tribes of the Rhine, it was defeated by the whole barbarian population of eastern Europe all the way till the steppes pushing west. Caesar's takeover was fairly contingent. If he had had less success in Gaul and Britain, he wouldn't have had the prestige he needed to completely wreck the political establishment. On the other hand, the vitality of the Republic's institution was clearly slipping even by the early 1st century, and the use of dictatorships probably would have expanded in any case. In particular, t seems that elections were becoming more contentious and factional disputes were becoming more bitter over time, and the expansion of the Empire and the vast private fortunes produced as a result were a destabilizing force.
