I imagine letting children shit in the streets (or, more relevantly for most of the population, in the fields) was pretty standard for most of the world's population until pretty recently. That would mean it's not so much 'what happened' but what didn't happen- and what didn't happen was widespread inculcation of urban non-shitting-in-the-streets habits.

It's also worth pointing out that in a rural setting it has big advantages. No enormous piles of nappy waste produced by every single child, for one.

Arguably China does have some specific cultural hangups regarding giving a flying shit about strangers, though. You could possibly trace it back to Confucian regard for the family above all, or the social collapses, civil wars, famines and general bullshit of the twentieth century.
