Probably has something to do with how public resources are often allocated to underachievers in order to get them into/closer to the average as opposed to allocated to the highest achieving so as to maximize their output. (i.e. teaching to the lowest common denominator, inclusion classes in public schools, social welfare programs, etc.) That would be my guess.
