I think Green Goblin man is an expression of Man's neverending search for meaning in his modern day environment. The existential angst one faces when confronting a universe that is not inherently designed to further ones growth leads to a kaleidoscope of feelings represented here.

He hungers for more souls due to his insatiable need for meaning manifesting itself through sexual sadism. he devours females in a vain attempt to fill this void inside himself. The entire poem reads an expression of the writers feelings in this respect confirmed in the last line.
