It's about the coming age that the speaker feels is vapid and people aren't actually saying anything meaningful. The speaker still believes in some past age that remains within this hostile world of "silence". There is a little bit more to it, but that is the gist. Overall, it's an aesthetically pleasing song, but it isn't specific enough to harm the sensibilities of a wider audience. The writing, I would argue, is meant to be a bit vague so that people can transpose their own meanings onto it, which is an aesthetic in and of itself I suppose.
