There's absolutely no way to argue this, because most canon philosophers simply advance a certain idea of theirs. If the question were "whinch philosopher contributed the most to the advancement of humankind" or something, I'd probably say Descartes. He did just about as much as Pascal did for math and science, but also perfected solipsism. If we're thinking just "which philosopher provides the most stimulating ideas," I'd say Kierkegaard.

Leibniz was nowhere near Newton's level in Mathematics or the Natural Sciences. Newton was probably the greatest thinker in history.
Newton was a perfectionist and was aware that his theories had massive consequences so he was in little rush to publish them without deriving all that he could.

I would say that the 17th century was the time when Philosophy came into it's own, but I feel that the 20th century solved the problems that those in the 17th posed.
Russell, Tarski, Godel, Popper and Wittgenstein all moved Philosophy forward in some respect, making more progress on general Philosophical problems than any other Philosophers in history. That is my opinion at least.
