Third person, tense is not actually that important but has to be consistent and fit the story. The common use of past tense is understandable.

First person perspective is definitely being used as a crutch, but in today's world where YAF is a literary genre juggernaut it's important to recognize why it's a crutch: teenagers really only think about themselves.

In middle school I wrote an Abbott and Costello style skit where one character always talks in second person, expresses his desires to do certain things and so on, then the other guy gets increasingly upset because he thinks the second-person talker is referring to him.

Also, choice of narrative voice depends on what you want to achieve.

Free indirect discourse is most appropriate to describe the thinking processes of a character. Third person past is ideal for descriptions. And so on.
