The library of my town (in France) cost more than $10,000,000 to build, and there's only five books of Victor Hugo there -- dirty paperbacks from years ago. If you want "rarer" authors like De Quincey, you won't find them at all... There is literally nothing interesting to read in this place. But the furniture is very nice.

Only a guess, but maybe because...

In order to write them full time, authors need to make a living somehow. Given the fact, you can not make a living without money, selling expensive books, might be a way out of the conundrum.

Or maybe because...

Editors are insane in the brain, insane in the membrane.
