The fastest way I can see it is if FDR didn't become president. The wealthy railroaded in one of their more faithful toads. Europe would be a predominately german controlled state. The could war would have never occurred. Modern wold politics would be dominated by Russia, Germany, the USA, and Japan. China would be controlled half and half japan/russia.

It was possible for Germany to secure war aims up until the invasion of the Soviet Union. The declaration of war on the United States certainly helped speed up the process.

But Germany could conceivably have outlasted the UK's economy until the UK cracked in revolution first, in a peripheral war.

Then we'd need to get the United States to fall to fascism, which could be possible in the twenty years after the UK as a state defaulted in revolution.

And even then, US fascism would need to be amenable to German fascism, AND German fascism would have needed to have not collapsed under the weight of its own economic Hubris or willingness to try invading the Soviet Union or Revolutionary Britain, AND the United States would wish to honour whomever the third Great Leader was with an exceptional display of their state flags on the white house.

So the photo at the beginning and the claim could conceivably occur—in absolute bizarro land with PODs dating back in the 19th century.
