There can quite often be remarkably different accents in the same city in some parts of England (especially the further north you go).

The Oxfordian accent/RP is relatively modern and figures such as Shakespeare would have spoken in regional dialects for the most part. In fact, a lot of Lancashire and Yorkshire dialect is inherited from Middle English.

That's only one theory; it's much more likely that it was the result of the Scottish and Irish settlers.

I've lived most of my life in Southern Orange County (CA), central Mexico, New Orleans and Buenos Aires. Everyone always made fun of my supposed "accent," but I never understood why. I mean, valley girl, Argentinian, southern, chilango, these are weird and funny. But me? I don't hear it.

He's close at least, American English spellings are much closer to the original Germanic and Latin roots of the language than British English. The brits were jerking off the French and everything they did for a long time and adopted their spellings for words because, and this is seriously the reason, "it's cool and I want to be more French".
