Yes, lawyers can get in trouble for unethical behavior outside of practice, especially if it puts there ability to honestly and responsibly fulfill their duties. You can file complaints about an attorney with the American Bar Association (ABA).

In your example, if the lawyer was using images that someone else owned the copyright for the ABA probably wouldn't give a fuck unless the lawyer knew for a fact that he was stealing the images and tried to cover it up or threaten you when you confronted him about it. If you just happened to find a lawyer's website that used images it didn't have the rights to, you contacted them about it, and they took it down, then your complaint would be laughed at. Of course it's always fact specific.
