Empires of the Sea. It reads like a novel and a good portion of it is on Barbary piracy. If you like it, then move on to City of Fortune by the same author which covers the history of Venice and also has a huge naval focus.

A General History of the Pyrates is classic and inspired many of the pirate tropes that are common in today's fiction. Also the fact it was published in 1724, just after the end of the Golden Age of Piracy makes for a fascinating read.
