No, because fan fiction doesn't have the blessing of the IP holders and are subjects to Mary-Sues and other character inserts.

E.g. Walt Disney Corporation owns the IP to both Donald Duck and The Big Bad Wolf. But Gods have mercy on the script writer that makes a crossover without the blessings from the highest place.

Fan fiction is made by fans per definition.

A licensed author always has official approval, and so the work cannot be counted as fan fiction.

This is completely indisputable and if you disagree, you are wrong.
