If it's a mass market paperback and you're not entirely broke (in which case you should be going to the library for his books anyway), the risk is worth it.

In any event, you might as well try to email or write to him asking.

Besides, he'll probably be doing book tour soon enough - considering how often he churns out books. So just keep your eyes and ears open for when he'll be nearby.

Update:
I've spoken to his agent over email and he does not, unfortunately, sign books anymore, because his Alzheimer's makes it difficult and he feels he should replace every book that is not properly signed.

Now he signs "stickers" which can be easily discarded if he messes up. His agent offered to post me one of these and I graciously accepted his offer.

I think the appeal is that there is something out there that you enjoy and has an effect on you and the creator has put something especially on there for you. Pratchett seems like a nice guy, not really intrested in his stuff but its a shame about the alzheimers nonetheless
