The Ketty Jay series by Chris Woodard is quite good, fun reads with a strange mixture of light humour and some very dark themes that almost seem out of place but in the end go well with the story giving it some bones.

What does Steampunk has to do with being underaged?

Steampunk is really more of a visual aesthetic than a literary genre. There's a fair deal of good Victorian/Napoleonic fantasy out there, like Susanna Clarke's Jonathan Strange & Mr Norrell, but not a whole lot of good steampunk. That said, China Miéville's Bas-Lag trilogy is pretty excellent, and has a couple of airships in there.
