Karl Barth did one of the BEST INTERPRETATION on this Romans 13. I really think it's the best in the entire field of biblical criticism.

According to Barth, the first passage of Romans 13 should be Romans 12:21. It's just that Paul ran out of white space and crammed it in.
So what is Romans 12:21?

Then we can see the real purpose of the Romans 13. As far as the gospel is concerned, Romans are enemies for Christian's sake; but as far as election is concerned, Romans are loved.(11:28)
