I don't think Conrad was saying that the white savage was worse than the black savage for having developed elaborate civilization to mask his nature from himself. The book wasn't so much a condemnation of specific ways of living or of organizing society or a call to return to a more primitive stage but a revelation that we're all the same: that civilization is just another name for jungle. It's not anti-civilization but anti-savagery.
