He is dressing like someone in the 90s, fairly standard casual attire for the time period. The socks are a tad odd, white crew socks or your standard white tube socks would have been more common with shorts/tennis shoes at that time unless you were 60 or older.

He tried switching to another anti depressant because the one he regularly took was fucking with his blood pressure. New one didn't take, he tried resuming his old prescription, it no longer worked, he spiraled downward then killed himself.
