Theory is fine, but most of what you will read is not going to make sense or be an actively available skill in a live setting. You need practice and an understanding of the challenges of speaking in front of people to learn from the theory you read. Which is why I find your question for reading to learn how to speak incredibly ironic.
The only self check you really need is this: Would (you) yourself, if you were to meet (you) as everyone else does, a stranger, without prior knowledge of the subjects, be interested in hearing (you) speak? Or be convinced by your arguments, laugh at your jokes, whatever.
As for practice: Depends heavily on where you live and what your options are. If you still go to Uni then you should have plenty of opportunities, but check out libraries as well, sometimes they have public readings, which can be a great first step. Maybe your area even has a dedicated discussion club or something like that?
