The passage presupposes that the parents themselves go and report him to the authorities. This would only happen in “the most extreme cases”. No parents would report their child to the police unless there is no other option. Then a trial would take place, and, even though the Bible doesn’t mention it, it’s rather safe to assume that the death penalty was only the maximum sentence, handed out to the most extreme cases (eg hitting your mother), not the minimum sentence handed out to everybody. The death penalty for such crimes would be rare and only given out to utter degenerates like the 17 year old boy in the story I described. In fact, it’s safe to assume that the level of virtue in the population would be so high that the existence of that 17 year old boy would be impossible in the first place.
You must also consider that this law was given for a particular people in a particular time period. Jesus said that God allowed divorce, for example, because the people were not ready for the full morality. Thus not all of these laws are to be taken as universal laws applying to all times and all ages.
