Evola and Guenon both definitely did believe in magic in the standard sense, but less like fantasy magic and more like siddhis, with a lot of aura and psychic based stuff thrown in. I don't think either one would deny that theoretically full blown transformations of matter would be possible by extremely powerful initiates. It's just that basically nobody who attains this level of power would give a fuck about doing it, it'd be like being level 80 in a video game and hanging around the level 5 area impressing people who just started. It wouldn't even be on your radar. To ask why they don't go around casting magic missile is like a kid asking his gun-owning dad or a random cop why they don't just shoot the lid off their soda can for fun in the middle of the store sometimes, or why they don't shoot at random shit they don't like out their window. Anyone who responsibly owns and operates a firearm just doesn't think in those terms.

"Magic" for Guenon is basically synonymous with sorcery and is considered inferior and even contemptible due to suggesting the presence of wandering influences from inferior realms of universal manifestation, as in the case of what some anthropologists refer to as primitive shamanism. This includes the manifestation of magical powers in physical reality. Evola focuses on the psychological prerequisites for the development of magical potencies but states that once these potencies are actualized, physical manifestations of power would be possible (although with similar, but less stringent, reservations as Guenon).
