They speak "Rohiric" which is represented by Old English, while normal English represents Westron or Aduni, a bastardized descendant of the Númenor language spoken by the human population of Middle-Earth. Maura Labingi is the real name of Frodo Baggins, something Italian. Bilbo = Bilba Labingi. Samwise Gamgee - Banazîr Galbasi , something also Arabic-Italian.
Old Norse transmitted the names of dwarves. They never use or reveal their true name when communicating with other races. So Balin, Dwalin, Fili, Kili - this is how the names of the dwarves sounded to the hobbits, like the old Norse for the modern English. The only "real" dwarven name is Azaghâl from the first age.

Yeah no. He created the languages first. He was a professor of English at Oxford University and a philologist. He wrote the Hobbit because he was fucking bored while grading papers and wrote LotR because the publishers wanted a sequel.
