Outside of the Greeks, who are arguably part of the Near East, Arabs, Jews, and Indians BTFO Europe in philosophy until the Enlightenment, where I would argue Europe definitely becomes number one (although America has Pierce and Quine, giving them their own giants, and then later Rorty and Putnam, making the US #1 for philosophy after about 1960 or so, after lagging for a long time.)

Not to mention some of the best Greek thought of isn't fully original. Legends long held that Plato had learned secret wisdom for Egyptian priests, and the theory of forms was later found, less formalized, in Egyptian Memphite theology. The four elements hypothesis is also Egyptian. This is not to say Plato and Aristotle weren't hugely original in method and some conclusions, but they aren't as wholly original as was generally supposed.

For literature, the East was far ahead of Western Europe until the High Middle Ages. Same with art.

Europe was far ahead in economic development at the height of the Roman Empire, but still behind their peers in China. Western Europe declined after the fall of Rome and the Crusader armies streaming east centuries later, resembled most barbarian armies. More warlike, with some more advanced technology specifically suited for war, but far more brutal and less cultured then the people of the lands they swarmed over.

With the novel specifically, Europe was king, but the art spread all over the world and there are lots of good novelists from the Americas, India, and China. Russia has some of the greatest novels and sits half in Europe culturally.

1. The big gap with the rest of the world really takes off around 1700, booming after 1800.

3. These same people deny Jews are Europeans, and claim they are parasitical, even though it's impossible to imagine many sciences today without Jewish thinkers, particularly physics. Jews got a lot of legal protections under Louis VIII because he needed their money and the economic activity they produced. But he also cancelled interest owed to them. They needed new special status because they had just been expelled in the late 1100s.

I can only talk about Indian philosophy and literature. Most of the surviving great Indian literature are philosophical and religious texts. Immediately the Mahābhātara and the Rāmāyana come to mind. You'll have to dig a little deeper (AKA actually do some research) to find great Indian poetry like Gitanjali. Such works are well known in their home cultures but since you are a foreigner, you're not aware of such works, not because of the quality of the works themselves but because they have not penetrated your culture.

The Pramāṇa-samuccaya and the Pramāṇavārttika are fantastic Buddhist treatises on logic and the limits of knowledge and reasoning. The latter work is what Tibetan Buddhists use. These works fall in a specific content category (logic and epistemology) of a specific philosophical category (the Buddhist branch of Nāstikha) of the entirety of Indian philosophy. Indian philosophy has two main categories of thought: Āstikha and Nāstikha. The former accepts the Vedas as a source of knowledge, and the latter rejects the Vedas. There is a vast amount of survivng Indian literature, and lucky for you some of it has been translated into English.

A contemporary example of what I would consider great Indian literature, is what I just read yesterday: "India, That is Bharat" by J Sai Deepak, an interesting treatise on how Indians should react to its colonial period and the resulting, self-harming conclusions that have come from previous analysis of that period. It basically argues to reject the idea that European culture, religion, philosophy and ideas are universally encompassing and are categorically superior to non-European ideas because "uuuh they just are!", or because "uhh they enslaved other civilizations for a period of time!". It also explains how Eurocentric culture in India came to be. Argues for Indians to look at Indian culture, philosophy, and ideas on categorically equal terms (equal as in impartial consideration, not as in the level of truth) as they look at Western culture, philosophy and ideas. A complete rejection of globohomo. Its very based.
