Can someone who can only parrot the ideas of others really be called a philosopher? If I wrote a book and 80 to 90% of its content was ripped from a previously written one, I'm not an author but an editor
at best and a plagiarist at worst.

Of course! Commentary and general discussion are how philosophy operates and moves forward (admittedly, this typically involves a great deal of added concepts). Religion AND scientific research also both heavily rely on such methods, and philosophy is no different in that sense. Restatement or rephrasing of someone else's body of work is not inherently an issue. A majority of the time, I would disagree
