Lately, I’ve been thinking about this. Do pieces of literature that describe hypothetical scenarios like economy and societies place as fiction?

No. Those works are generally implied to be philosophical or political in nature, as the hypothetical exists as a backdrop to the ideas that are the main focus of the work. In fiction, the focus is the hypothetical itself, using it not so much as a backdrop to the main focus of the work, but more as a lens that focuses the fictional story into a theme or lesson. The main distinction between the two would be that nonfiction teaches you something with the anecdote whereas fiction teaches you something, if indeed that's the goal of the work, through the the anecdote.

I agree on the premise, but so many fiction books have such poor execution that the story only serves to infuriate me. It's like the authors focus so much on an overlying message that they neglect the entertainment aspect of it.
