It doesn't really matter because everyone has their so called favourite or opinion on his best works.
I happened to read everything in order of publication. But chose one that looks interesting to you and go for it.
He also writes poetry and essays and dialogues.

Start with Whatever (the title). It's only like 150 pages. Then read Platform. Then Submission. Then it doesn't matter.

Atomised is widely viewed as his magnum opus which is uncontroversial as it is quite a strong novel. I started with Submission which is a very readable entry into his ouevre.
