Is Lysa Tully supposed to be Martin's representation of the worst traits of femininity?

-Breast feeding and coddling her stupid kid even though he is far to old for it

-Falling in love with Petyr Balish regaurdless of the fact that he doesn't love her
-Betraying her family for Petyr Balish
-Cowardly (stays locked away in an impregnable fortress while Westeros is engulfed in civil war)
-Emotional beyond rationality
