Sadly he didn't post the entirety of the quote I don't care to find it for you. De Maistre's point which he later summarised in this joke about carnivorous sheep only eating grass because of the shepherd was that when you look and observe an animal you don't describe its nature by trying to figure out what does it want because you can't, instead you describe it as is. With humans Rousseau assumes a priori what they are like and then attributes the fact that the history shows something completely opposite of that is a result of oppression, rather than observing humans and saying look - they love war, servitude and violence, that's how they are.

Rousseau captured the zeitgeist of one of the most important political and historical periods in human history. He was a troubled man with many flaws but I don't see how his writing on inequality and politics was flawed for his times, and I would say they greatly benefited humanity at large.

I've read B. de Jouvenal's essay on Rousseau but bot the man himself but the thing that struck me is that while Jouvenal tries to sort of make it appear as R. isn't a hopeless idiot, it doesn't make much sense in practice. The popular will for instance as introduced inevitably turns into mob rule. Rousseau is smart enough to recognise the issues of it, so he erects a lot of countermeasures to it, but the way it ends up is that benelovent dictatorship can be as good of a solution for his concept as everything else, which we know did happen - Dr. Francia, Paraguayan dictator was great fan of Rousseau and tried to build a society based on his ideas in there. However very few people who think there's something worthwhile in Rousseau today will say nice things about anything but democracy, which makes me wonder what's the deal with him

This is slightly inaccurate in the context of Rousseau's thought. Although it eventually led to the French Revolution, if you read him, you'd see that he says himself that his theory would not work with all types of nations; a discretion I think absolves him of any worthless insults like "hopeless idiot". Rousseau's vision was fit for a more agarian population whose self-interest would take precedence over any political scares like that which happened during the French Revolution, (he used his homeland, 18th century Switzerland, as his model), so mob rule would not have been a necessary end to it.
