Stealing goes against our natural conception of what is just. It's inherit to the very concept.
There never was a "right" to steal: in the natural state, if someone stole your shit you'd fuck them up; now the government does that for you (for a price).

In any sense you're just appealing to some priorness. Idc if ppl thought it was unjust, why is it unjust to steal when we can think of many just times it is okay.

On the same token you can say that some positive laws cover other laws. So we could promote anti rape laws for every single possible person out there or we could cover it all w a consent laws. By this we don't need to appeal to individuals (which would be impossible anyways) and can instead guarantee rights through different collectives (even an extremely general collective like this).
I would say guaranteeing consent laws by race or gender would be worse than guaranteeing them by education class or something to that effect. Obviously saying "you have a different level of consent based on your race" is worse thsn "you have a different level of consent based on your ability (education)". Individualism is worse because it can't make general exceptions meaningfully. It has to import or band aid laws to say "oh but children, prisoners, mentally infirmed" etc have different consent levels.
