The question of what exactly is a religion and what is the line between religion and philosophy are questions men smarter than me still debate. However, I will say the real authentic Buddhism that has been practiced for over 2000 years is a religion. It makes many supernatural claims and offers a transcendent vision of the universe outside the scope of a mankind’s reason. "Girl souls in boy bodies" is something that Abrahamics have to concede because the soul is explicitly male or female (or some kind of weird tranny-hermaphrodite) in Abrahamism, but in Buddhism (let's just ignore Advaita Vedanta and Dvaita Vedanta here for a minute as they're both special cases) and non-dualistic schools of Hinduism, identity is a result of the interplay of all aspects of life. The physical, the spiritual, the mental, etc. You actually CAN'T have a "girl soul" in Buddhism, and maleness and femaleness are due to physical conditions. Even if you had a soul that was "predilected towards femininity", you'd just be a dude because you had a slightly-girly soul in a dude's body. Because the soul, like all things, is conditioned and made up of parts, you could also change your soul's nature to be more in line with your masculine body (you could also do the opposite, but then you'd just be "a girly man", which is still a man).

There's actually a Sutra on this (I believe it's the Flower Garland Sutra) where Subhuti (one of the Buddha's Ten Principal Disciples, but a frequent butt-monkey as he is a brilliant yet foolish man) gets turned into a girl by a Goddess as a demonstration of the conditioned nature of identity. If a Goddess turning you from a man into a woman makes you a woman, then being born a man makes you a man, and being born a man makes you a woman. She turns him back though, don't worry.
