The lack of periods would make the syntactic structure of the sentences ambiguous, thus harder to read. Keeping it at the end of the line makes sense for the sake of consistency. His grammatical style seems perfectly reasonable to me. You could read into the subtext of his style, but your reaction is pretty harsh for something that does not matter. But I'll go a step further and defend the tone. Many people turn off auto capitalization in phones because it makes editing harder. This makes using capitalization harder. Therefore, it makes sense to stop using capitalization if you don't get any value out of it. There is no tactical disinterest being employed here that's worth being mad about.
