I find Orson Scott Card's books kind of literary. Not Enders Game obviously but the sequels. His prose isn't great but there is more going on than just "cool scifi idea"

Early examples of sci-fi are definitely literary... Frankenstein. War of the Worlds. Many of Jules Verne's works.

Fantastic novel. I loved the way the story paralleled the development of the church. I think it was rather profound. There was some extremely deep commentary on the tendency of humanity to repeat the same mistakes, but also the tendency of humanity to persevere and rebuild from the ashes

His early stuff if you like fantastic, dreamlike post-apocalyptic worldbuilding. (The Drowned World, the Crystal World)

His later stuff if you like the cutting edge of feverish, raw, sardonic, just-the-nearest-future post-industrial technosexual psychodrama. (Crash and High Rise. Also Concrete Island(not his best imo), Super-Cannes, Cocaine Nights(underrated Ballard) and his short stories, which are great).

i dont think PKD is a good writer but he has some interesting concepts. man in the High Castle and a Scanner Darkly are worth reading. Look up his experience with Flow My Tears, The Policeman Said.
