This is sort of a romantic myth. If it were true, places like Africa and South America would have produced unending works of genius

Another explanation is that art is born out of the "dialectic", in sort of a Hegelian sense. The side that is moving Logos forward through history may come out with new ground breaking material, but people forget that many of the greatest works of art were born out of stable and well-funded institutions. Things we certainly do not have right now, and likely will not have in the near future.
