This is coming from an Ohioan born in America and currently mono linguistic, but working to change that.
Ultimately for languages to learn I believe that this is the "bare minimum" too have a majority of the bases covered:
English (Great Works, Translations)
German (Philosophy, Great Works)
French (Great Works)
Russian (Great Works)
If you live in America add Spanish to the list above.
These aren't "less important" but if you have to trim the list, then these would be trimmed, still try to pick at least one though:
Mandarin (Globalization, If interested in Eastern thought)
Arabic (Globalization, Interest in Middle Eastern thought)
Ancient Greek (Foundation of Western Thought, Great Works, Philosophy)
Languages that aren't required, but are far from being wastes:
Italian (Great Works)
Sanskirt (Hindu epics)
Latin (Rome)
Retarded list? Tell me if im missing something.

Actual list:
English
Russian
Mandarin
Arabic
Japanese

You cannot have Japanese on the main tier. I could see it on 2nd tier or more likely third tier, but you cannot try to claim German would be better to learn then Japanese.

Yeah, I'd say I completely agree with your list, although I'm personally not interested in Arabic or Mandarin. I'd say Japanese, Russian and German are the ones that give you access to the most interesting untranslated content but they're also hard to learn. Maybe German is a bit easier, but most prominent works are translated into English anyways. French is the easiest, of course. Alternatively, you can start with Latin (read LLPSI) and then choose between Spanish, Italian, Greek or French again. Knowing Latin makes all of them easier to learn.
