They are rather common in Slovenia, most of them smaller sized but the capital has a few larger ones as well. I've noticed it's also becoming more popular for people to make their own and hang it either on their house wall or next to the road.
Sadly most of the books in them are unwanted promotion ones that most households already have or popular books that got plenty of reprints. It's still possible to find something rarer like Mishima (found the Sound of Waves once) for example but it's a good start for those who are only starting reading since it's not hard to find books such as War and Piece, Crime and Punishment and other popular titles

There's a public phone booth in my town that was converted to this. It was filled with magazines, shitty freebie comics that came with cereals in the 90s, used coloring books for kids, random catalogues and other literal trash. There's one near where I live, and I took some spare copies of the Iliad, Odyssey, and Inferno to it. I was very disappointed to see that all of the other books in it were Danielle Steele or similar authors. In any case, of course the overall quality of these things is not sustainable, as people tend to take out the good and put in the bad.

The best public shelves tend to be near universities, where lit students put in books they just bought for one seminar. Then again, a lot of literature at unis tends to be distributed digitally nowadays, so who knows how long that rule holds.

I live in northwestern Indiana and we have like 5 or 6 in my town, 2 at the big parks one at the high school one near a coffee shop and the rest at the elementary schools, I havent found anything great because shockingly the ones by the elementary schools have kids books and the coffee shop one has just a lot of meh tier stuff in it. Yeah, also in Germany, and we have a couple here, but a lot more books in random zu verschenken boxes on the street in amongst the crockery and worn out clothes. There's definitely a weird sort of consumerism going on because apparently the average locals buys and replaces like 50 sets of cups and glasses annually.
