That's not even correct, that's just science fiction. Punk literature has to have Punk qualities. Bare minimum is social commentary that subverts the status quo. Sometimes this is anti-authoritarian, against corporate greed, or something of that nature. Most "punk" literature misses out on this though and emphasizes shallow aesthetics instead which is why the genres turn into such dog shit. Most of the authors that are writing these "punk" novels didn't define themselves as such, it happened organically. Posers and copycats labelled them as such and then tried to make shitty knockoffs that are often comically bad.

Steampunk is just the 19th century with extra fantasy tech. It says absolutely nothing about anything, as if the 19th century wasn't already an era of horrendous child labour, rapid industrialisation, the acceleration of war into a pure meat grinder and the shattering of old social structures. Cyberpunk, when it's not trying to be cool and zany, is at least speculative fiction that seeks to reflect contemporary trends in one way or another.

certainly cyberpunk was the more obscure and grittier 'punk' a few years ago, but as of now my inner contrarian leans towards steampunk. Neither has much thought or philosophy behind it so go with whatever time period you like more.
