Conspiracy theories are just alternative metanarratives, or the seeds of them. They stem from a legitimacy crisis (Habermas) in which the hegemonic social bloc with its self-generating and self-perpetuating ideology (Gramsci) is failing to catch certain people, and those certain people are talking to eachother and coming up with internally plausible, radically incommensurate views on things. Of course it's in the interest of the elites who control the existing hegemonic bloc, and sort of in the interest of their useful idiots, to slander everything outside of their worldview as a "conspiracy." They would brand everything but total acquiescence to the status quo as "conspiratorial" if they could.

Originally conspiracy just means a group of people conspiring, a secret cabal. There is no doubt those exist in every hierarchy, formal and informal.
