I really liked How to Take Smart Notes by Sönke Ahrens and Gwern Brawnwen's stuff on spaced repetition. No magic bullets but lots of stuff on how to make learning and retaining knowledge easier.

Learning to learn is only learned thru the actions. Learn enough skills at various levels of expertise and soon you'll pick up on all the stages and how to navigate and identify them such that you get to what ever goal you have in mind with respect to the amount of time you can allot for the skill.
This isn't anything a book can teach you because it requires multiple levels of assessment that originate from the pre-conscious. To answer this more generally:
Reading widely, practicing creating functional (tech /expressive(art) objects, talking and being open to experiences are all ingredients to fashioning your life into something that suits you.
