It's a reference to a game: Metal gear rising. A giant mech hits a cyborg with a large arm, he then deflects it and throws it away.

So, the joke is: an enlightenment philosopher (I believe Rousseau?) is using a constitution to deflect the blow from Hobbes' absolute sovereign, 'leviathan'.
