Because they're not really part of the same book. The Old Testament is a collection of books written in Judea, from the Bronze Age all the way up to the rebuilding of the temple. The New Testament is a collection of books and letters written in the Roman Empire decades later, by non-Jews and heretical Jews.

The Old Testament is based in the morality of traditional Judaism. The New Testament is a incoherent mix of various religions and philosophies which were in vogue at the time.

Nobody knows the "hidden meaning" of this passage or even if there is any "hidden meaning" to be found. Walter Wink, the 20th century Biblical scholar and advocate for Progressive Christianity thought that it was advocating some form of non-violent resistance because non-violent resistance was his personal hobby-horse. Because it's a translation of a translation of a translation of a story set in a foreign country in the past, so there's always going to be a certain amount of ambiguity.

That said, any reasonable person would come to the conclusion that Jesus is simply saying: "violence is bad, you shouldn't use violence, ever". But Christian Apologetics isn't about being rational. It's about maintaining plausible deniability.
