I've noticed this "Cleaning Everyone’s House But My Own" phenomenon in myself and I guess it's present in everyone else to some extent.
But I personally can delve into great depths and diligently work for extended periods of time if it's for someone elses benefit. The second I decide to do something for myself I flake and procrastinate, can't think creatively either.
Any articles/ books about this phenomenon and how to exploit it towards personal success?
Getting a gf isn't a reasonable option btw.

isn't this just getting a job?

try and link your understanding of personal success with someone else's benefit. For example: You work hard on your goals or job/career so that you can earn money so that you give your family the relieve and happiness in seeing you succeed. What im trying to do rn btw.

Externalize your goals (as a schedule or routine of some kind) and subserviate yourself to them.

That doesn't really cut it, to just have a schedule to adhere to.
If I work for someone else even if it an uncaring company I have overwhelming motivation and zealousy.
