It's mostly semantics. If we still had greeks philosophers abstaining from meat, hiding secret stuff and offering chickens to Asclepios, would it matter if we were to call them religious? If a buddhist prays, goes to a temple, make offerings, why not call it a religion? Buddhist are nastika, they're outside of hinduism (to keep it simple; in fact they're not that clearly seperated) but that doesn't make them atheists/unreligious people.

It can be either, but I agree with you in a sense bc buddhism is much better when being looked at as a philosophy.
