Yes, Odysseus cheats on Penelope. The thinig is, Penelope is the symbol of faithfulness, Odysseus isn't. The book never pretended Odysseus was perfect in any way. He's smart and mischievous, but also tends to gloat and mess with people and he is often kind of a dick, even if he can be really nice aswell. And yeah, he cheats on his loyal wife.

Also, her stream of thoughts eventually flows towards the moment when she agreed to marry Bloom, which can be considered as the eventual triumph of their marriage.
