Firstly, the passage you quoted doesn't say that at all, it explicitly singles out the guardians. I just re-read the first part of book 5. From 449a to 466d, the part explaining all this, it is frequently specified that these guardians are the only people to whom this great way of living will be offered. The Republic is a model on how to properly rule a city. The notion that every man in a city could be bound by these noble laws of the guardians is not something Plato found tenable. There are many passages throughout his works that allude to his thinking that most common people are just stupid or blind, and that philosophers are above that, and should rule. This class of warrior-philosophers are who he is discussing throughout the Republic.
