Nobody in power in the West reads Augustine, they read people who are drawing their political theory from Locke and Hobbes. At best, you could cite Carl Schmitt, whom is enormously influential, but even he isn't drawing from Augustine.

One could make an argument that Augustine is in many ways a proto-Liberal, as all Christian thought at the time ultimately is (Eusebius, for example), but he'd still just be "proto-", and the Western political tradition is Liberal, not proto-Liberal.
