Japan and South Korea are pretty much the only non-western first world countries. Their economies can support massive entertainment indistries, the products of which are novel to westerners. Plus, the kawaii thing has universal appeal

A combination of several factors.
1) Japanese culture places a high value on art and the creation of it, not for a deeper meaning but as an intrinsic good. Producing art isn't just a hobby for a small few but something enjoyed on a much larger scale to varying degrees
2) Massive economy built around consumerism means a never-ending flow of new products in all sorts of niches
3) Unique style that you can only obtain elsewhere in the form of cheap ripoffs
4) It is easy to obtain and accessible
5) There is no political factor so it can appeal to everyone

The Japanese didn't go out of their way to export their pop culture, it happened more or less naturally as a result of the American pop culture industry abandoning the "hardcore nerd" demographic around the same time as the internet started to take off. The overseas popularity of anime is almost entirely due to piracy, Japanese pop culture companies have only started to take an active interest in foreign markets in the past couple years. Even then marketing is hard, primarily because the psychology of the Japanese otaku and the American nerd are wildly different.
