I understand the concept of the consul in the time of the Roman Republic but what I don't understand is how he was supposed to wage war on a one year term in regions overseas like Carthage or in other far away places. From their inauguration to raising an army to traveling where he needs to fight it surely must have taken more than a year.

Wikipedia doesn't tell anything more about it either.
