Insofar as minimized consciousness is a necessary ingredient of any kind of bliss, it most certainly is. Its assumption, for the sake of realizing speculation about benevolent despotism in a vivid fiction, is that such a setup would or could be sustainable and immune to corruption. As for whether that's possible is another matter it doesn't treat. It even ends happily for the protagonist who is whisked off to a scholarly island where he too is permitted to do what suits his disposition, presumably to freely ponder statecraft along with everything else that arouses his curiosity & imagination. That it would be a world without much mind, in its aggregate, is something Huxley doesn't bother to stress, since that's far too obvious.
